New Crazy Outlaw Gnome Quest

There is a group of Gnomes that live on the top of a mountain who have been policing the land for 100 years but have become alcoholics and lately they have been creating more problems than they have been solving. The mountain Gnomes are balling up the materials from their out houses and rolling them down the side of the mountain and it has been damaging the new city people are trying to build. The Gnomes say that they have been using that location to dispose of the poo balls for 300 years and they aren't changing, No matter what anybody says.
The "Outlaw" Gnomes have been confiscating everybody's alcohol because the Gnomes don't trust them getting drunk (they say that people are nothing but trouble when their drunk and gnomes can handle their liquors much better). The Gnomes themselves have been getting drunk at a weekly celebration that their people have celebrated for 300 years; which includes throwing hundreds of empty glass bottles off of their mountain. The new village that is under construction has been getting rained down upon by the Gnomes reckless celebration. The Gnomes believe that they are heroes and they are doing the right thing and helping everybody (they believe that they aren't doing anything wrong).
Again, Its up to the heroic adventurer to find a solution!

Problems:
-The Gnomes are on a high mountaintop that is hard to reach / attack
-The Gnomes are being reckless and taking away everybody's alcohol but think they are doing the right thing and everybody else is wrong
-The Gnomes are disposing their "Giant Poo Balls" by rolling them off the mountaintop directly into the village because its part of their heritage to use that route
-The Gnomes will not roll it down the other side because it would land in the lake where they get their water from and they need the water to make liquor for the weekly Gnome celebration
-The Gnomes celebration of throwing glass bottles is dangerous and making a mess

Another tradition is to fire Huge Cannons off the side of the mountain

The Gnomes heritage also includes a festival where Gnomes Race Special Horses (Giant Seahorses with 3 legs) down the side of their mountain. This is a deadly sport and Gnomes die during the activity quite frequently. They also hold a competition where all the racers drink as many Blurberry specials as they can in 1 minute before the race (for good luck)
Blurberry is our only contact that rides with the outlaw Gnomes but Blurberry isn't actually part of their colony he is only a visiting his cousin Blurbury.
Blurbury is a high ranking Gnome official in the Outlaw Gnomes and doesn't respect humans at all
We trick blurbury into getting passed out drunk then throw him in a potato sack and send him on a cart to a distant city as a distraction
We then send his twin cousin blurberry; dressed up like blurbury, to trick everybody into allowing a human adventurer into the colony.
Once in the colony the adventurer makes smart suggestions to improve the lifestyle of everybody but the Gnomes will not "give up" on their heritage; They are dedicated.
The adventurer mentions his contact King Narnode Sheen and the Outlaw Gnome leader starts spitting on the ground and cussing; disrespecting the Gnome King.
the adventurer tells the gnome king and the gnome king puts the puzzle together that the Outlaw Gnome is one of his old rivals that was banned from the Grand tree tribe 29 years ago because he was too reckless. Our contact King Narnode sheen sends a gnome spy to infiltrate the colony but the spy ends up getting addicted to alcohol and having so much fun that he decides to leaves the Grand Tree tribe to join the Outlaw Gnomes. King Narnode is outraged and sends 80 gnome gliders to attack; but the Outlaw Gnomes have cannons and take a couple gliders out. We decide to get in contact with an expert dwarf miner and dig in from underneath the mountain to reach the top to defeat the reckless gnomes RuneScientist Calculated
