Make a F2P boss at the dark warriors castle in the center (multi). The boss will teleblock players and do binds. The drops won't be that great so it will be tailored towards f2p. You can add a best in slot sword, similar to how gravite weapons were with dungeoneering, 50 atk to use and tradeable. You can make the weapon need to be charged with some stackable item dropped by the boss. This will ensure that the boss will consistently be killed to charge the weapon.
