I realized that looting bag does not let you put items inside of it if you're outside of the wilderness. However, still Ferox Enclave being a non wilderness zone, looting bag is working there as if you were in the wilderness. You are not able to consume blighted equipment but you can put items inside the looting bag in a non wilderness zone .
