I'd like to suggest an alternative to the ruinous prayers now that they're being axed. This wouldn't fit in an ancient magics setting, but what about a skill prayer/meditation book? I'm thinking maybe a quest called Lunar Devotion, where we expand on Lunar Islands awesome and unique aversion to combat. Maybe more a meditation book than a prayer book as I don't think they were particularly tied to any one god? In their entire quest line I don't remember them even mentioning the gods... Its been a while.
I think there's a lot of room here, you could do one book or subdivide and create a small unlockable subset for each skill. You could even tie it to the cape NPCs if you wanted so you see them more than just once you hit 99. Or have people track down Max for it. lol get people walking around Varrock again looking for a patrolling npc.
An example, maybe unlocking the Fletching meditations would allow you to negate interrupts in Wintertodt by staying focused. Maybe its unlocked by helping an npc learn about WT or proving yourself to him that you're worthy.
The idea being, you have a prayer book for combat and you designed a lot of key elements throughout the entire game around having those prayers. They don't really do anything for skilling and they're to important to leave out for combat.
Maybe the gods aren't interested in helping players skill? Why would that help their war? What if the residence of Lunar Island denounced the gods, and chose to focus on what really mattered to them, everything else. You could enhance every piece of content you have with some meditation. You can pick and choose what content gets boons and you can add new ones any time. Just minor things here and there that players wish for you could fit here and expand. Make it flexible, maybe introduce it as a new course of study. As the NPC learns of new ways the players gain access to them. Do an activity get a drop, unlock QoL meditation.
