in osrs they are just fun item not to be taken seriously.
there is no need to change them.
but over the course of the year people will use for more phats, and that lowers the amount of them in game when there are no spawns of them. that increases the price then they become more rare than the phats. then xmas comes again and they get spawned everywhere and price goes down again. cycle begins again

fun item is a term used for items that are not to be taken seriously. like rubber chicken. doesnt mean they are super to play with for hours on end. its just a term to describe them
heres a list of "fun" weapons obviously cracker isnt a weapon so wont be in that list. but hopefully this explains how the cracker is just a "fun" item

They do not cost that much in osrs. In rs2, they were suppose to be a fun thing that people would throw away after a few months. Unfortunately, people saw them as a way to make money. Then people that could not be there at the time they were given got upset that they not able to have "free money". That is why jagex stopped dropping tradeable rares, and when they were polled in osrs, it was soundly defeated.
They are not suppose to be anything except to have fun with. You get new ones ever christmas.
