But in all seriousness, I think it would make sense mechanically.
I don't have a problem with it.

Keeps people from ending up with 100 half pies because they need the full ones to save inventory space.

You're allowed to sell two half drank potions in the same bottle you put your lips on.
There is no FDA in OSRS. I'm not opposed to this change.

I'm just opposed to the principal. xD
