It's a tough one but I'd say the issue of PvP extends into the members aspect of PvP too. I honestly think its a difficult thing to solve but Jagex is trying.
The idea of a minigame for f2p does sound like a sound idea though and that's certainly worth building on.

You think so? I'd be curious as to what kind of minigame they would even think about adding..
I think a quick way to do it would be adding a bis KO weapon for high level pures/mains, personally. It may not last... but it would boost interest in the game at least for a couple of months.

I'm not sure adding a KO weapon would necessarily encourage a wider audience to be interested into the PvP in the first place unless there's more to what you're saying?
I am just of the belief that the solution needs to really be ground up and first determine why people arent into PvPing but were back in the day.

At least from my perspective, I no longer enjoy PvP because I grew up. I only really enjoyed PvP back when you just walked into the wildy north of Varrock and there were hundreds of players just killing each other for no apparent reason. That's the kind of PvP I enjoyed because it appealed to my naïve, child mind when I killed someone, I thought it made me a badass who could kill anyone I wanted.
As I grew older, I realized what I was doing was both stupid, and a waste of my time/gold, because even if I made profit, it was never worth it to me because it was no longer appealing to the violent inclinations of a dumb child. So I just started to prefer to do things I enjoyed instead, rather than PvP, despite it being often more profitable. At this point, I'm not sure there's a single thing they could do to reignite my interest in PvP. Anymore I just see it as an inconvenience I must endure when playing the parts of the game I actually like.
So if anyone is like me, they don't do PvP because, as they became older/more experienced in the game, they realized that there are far more activities to do in the game that are far more enjoyable.
Now with added
