There is a reason for this, and it comes down to the fact that the max hit of your magic spells is determined by the spell being cast, and not the level of the caster. A lvl 35 mage casting Fire Bolt is going to have the same max hit as a lvl 99 mage casting the same spell (barring equipment bonuses).
Tridents and certain spells like Slayer Dart are an exception to this, but they also only care about your visible level, so they benefit from potions and other visible boosts, but not from invisible ones like prayers.
Now you could make an argument that this is probably not how it should be, but adding a 23% damage boost on top of all of the existing magic damage boosts in the game is not something to be taken lightly. This sort of change would require a complete overhaul and reassessment of the state of magic as a combat style. I have a hard time seeing this happen though, given the wide variety of magic options that already exist. An overhaul to magic would touch too many things, and there are too many edge cases to consider.
