I am from Portugal, but currently living in Brasil. Can talk from my experience, I used to play with 30-40 ping, nowdays the best I can get is ~120 ping and it surely makes a hugeee diference in the gameplay.
Not sure, how expensive it can get to create a new server, but it surely would benefit thousands of players from South America (not only Brasil) and maybe many more would start playing the game too.
With all these OSRS server outages caused by external partners lately, I doubt Jagex will risk amplifying the problem by adding more external dependencies on infrastructure they don't even have now.
They get to fix the existing infrastructure first.
OSRS probably can't afford servers in other regions, when they have to spend a lot of money to acquire tens of thousands of concurrent viewers for some content creators.

Sorry bumping this, but this really needs happens, i believe they have atleast a minimum infrastructure here already, since in rs3 we have brazillian worlds. Just a single one would be aight, as far i know about hosting the costs aint that big.
