I've been gone for a while and glad to be in OS RS. I don't feel like locating all the update news since I've been gone(not right now anyway)

So I am rather curious.. has the drop chance of tokkul been adjusted?
If so was this to avoid an obby cape price crash?
Tokkul does seem to be a lot less common then I remember so I hope someone can confirm or debunk this.
