Unless your definition of high is maxed I'd disagree.

Well HLF is technically "all 99s" but even still over 50 thousnad people have a higher total then me on RS3 (which is actually less then I expected but a wooping number still) and I hardly consider myself high level on osrs with a mere 2 99s and 3 skills over 80.
