i currently have 529 kills with phantom muspah and have yet to receive a venator shard which is 1/100 or via forzen cache which is 1/500. please looking into this thank you.

Drops rates are averages, they are not guarantees. Drops are random number generated. For example, if you kill a monster that has a 1 in 100 chance of dropping a specific item, it does not reduce the odds on the next monster to 1 in 99. Each monster after that also has the same 1 in 100 chance. Sometimes you get lucky and sometimes you don't.
