When something is BiS it doesn't imply it is not disappointing when the general public is expecting better.
It is easy for every game to implement "horizontal progression". For example, they can all add a melee, ranged and magic ring from a cookie cutter. That's 3 "new" rings. Then they can
add damage, accuracy, defensive bonus to each ring. Then they will have 3x3 = 9 cookie cutter rings. Great, right? Well, maybe in 2007 when there were only a few cookie cutter games that moved from zones to zones and add such "new" items.
The question in 2023 is whether "huge" quantity of cookies changing the game? Are the players really stoked to get all those "huge" quantity of new cookies... or spend gp to buy them? On the other hand, non-BiS rings (statwse) like Ring of Vigour and Asylum Surgeon Ring way back from 2010 are still most sought than a lot of cookie cutter new rings. That should tell us the story. New mechanics and items BiS to the mechanics, not just bonus, are what most players in most games like the most.
