"While our course of action now is to try and touch up the 'bad' parts of Chambers rather than allowing you to circumvent them with custom layouts, we still want to explore custom layouts in the future since there are some needs that can't be met with any of these changes (speedrun layouts, for example), "
Custom layouts are bad, just scratch that idea or even the dumbest bots are going to exploit it and every bot is going to get tbows.
"The aim of these is to make some less popular rooms feel like more of a choice than a chore, so that when we come back to visiting custom raid layouts, it feels a little less like we're offering you a way to circumvent the 'bad' bits of the raid and instead like you're being given agency over a whole range of actual choices."
Why do all the rooms have to be popular? You can't make everything equally popular or there won't be any diversity. Again, custom layouts are dumb. Why not add a new difficulty to CoX if you want something new and more balanced, instead of messing with the old mechanics and make everything "popular" and "custom" so even the dumbest bots can exploit?
General comment:
I think OSRS is being brutally honest they won't be able to deliver the Summer Summit Roadmap Headline CoX Changes update this year, let alone Autum as advertised, so why waste time the remaining year on a patchwork "update", especially when they seeming are still struggling with what the "mark" is supposed to be and they missed? They should have learned from the development of Forestry, which was touted as a big headline update in Winter Summit last year, only that it still wasn't delivered in October 2023, again missing the re-re-revised schedule that pushed it to September (which is obviously an impossibility now in October).
