Just kindly informing you that airing names of players who you are alleging to have broken a rule is in fact against the forum's rules.

There is an in game report abuse function available for you to report any kind of rule breaking you feel is happening so you can get Jagex's attention.

I appreciate that you were intending to alert Jagex but posting a thread, to name the alleged offenders, is not welcome in the forums. There is no evidence that can be provided here to substantiate such allegations. For this reason, this thread is now closed and the opening post removed.

The best way to alert Jagex to these players is to report them, as you discover them in-game. Sending an in-game report provides Jagex the evidence that they require to conduct an investigation. If you wish to submit a list of names, you may email them to the
