A forum is an invention of the early 2000s where "social media" did not exist. However, I remember being here in 2006-2013 and the forums would have hundreds maybe even thousands of people online. At most hundreds. Wondering what happened, your thoughts, and experiences. I am an old timer of the forums so it's sad to see how much they have died down.
Unfortunately due to things like Youtube and Discord as well as other websites, people are finding alternate ways of asking questions and getting help. Sometimes it is a lot quicker to get help on the other platforms than it is to wait on the forums here for hours, days or even weeks. I've found that the forums lately is just a place where people go to complain about the game (while not providing any meaningful solutions or suggestions) or to buy/sell the big ticket items that are over max cash. Forums have a very niche place within the community now and unfortunately may end up going the way of the dodo. That being said there are a lot of older players who no longer have a need for the forums as they have multiple accounts and have done things multiple times. The amount of bots and the people who did abuse the forums or pmod status didn"t help the situation
Maybe players want to play games more than in the forums? We also have a lot more Jagex games for OSRS players to play for, if not just RS3, and these games are getting more and more new refreshing and high quality content.

The other reason is there aren't really many things to talk about in OSRS. Bots? Economic problems? The complaints are always here but the solution is never, especially the OSRS team has stopped talking about the economy since the GE tax thing like years ago.
Future direction of OSRS? Essentially the conversations have stopped when Mod MikeD left Jagex 2 years ago.
Maybe there can still be some small talk on some future updates, but they won't spark much discussion as we know everything including the likes of what Mod Ash drinks or what pizza toppings they like in all those over 9,000 Q&A livestreams and developer blogs.

theres loads to discuss... how is there not anything to discuss?
The community, even the far more active social media crowds, always have the same memes and comments like huugggeee, greeetttt, never bettteeerrr. Those aren't discussions.
We may have some actual discussions when there are key controversial polls like Sailing, but we don't have them very often, so basically it is most of the time either bots bots bots or comments from players on the bandwagon.
I think due to the open source of posting links, photos likes, dislikes and trophies reddit took over. However, I still do enjoy reading the forums sometimes.
