The main reason was
accessibility
. In prior times, Jagex Moderators could not log in to their J-Mod accounts outside of Jagex's HQ, for security purposes. This was relaxed a bit during the COVID-19 pandemic to allow them to work from work and keep the game continuously updated and looked after.
However, J-Mods could only post on the Forums while being at Jagex's HQ. With Social Media taking over everything, literary, J-Mods started to focus on reaching out to the community while being out of work. This became a trend and then the norm, as we see lately. Jagex noticed that they were able to reach a wider audience within Social Media as the Forums were limited to a mere couple of thousands players at their peak and Golden Age. With Social Media, you have the potential to reach millions of people.
With that being said, Reddit, X (formerly known as Twitter), Discord, YouTube, etc. permitted Jagex to engage with more people and eventually players. Another main point was the strict rules that the Forums had in prior times. Social Media allow players to express themselves freely, something that wasn't really possible in the Forums' Golden Age era where the Code of Conduct wasn't as relaxed as it is now. It's was so strict that you couldn't even mention any of the Social Media websites that have been aforementioned in this thread.
