No. Games selling their game currencies for a fixed price won't make their items have real money values. Plenty of games sell their currencies directly for a fixed real money price. For instance, ask Roblox.
The actual problem is player to player gambling. Remember Fair Trade and Wilderness Removal? There was no Bonds and any MTX at all, but Jagex had to do because player to player staking/gambling/whachamacallsit... and real worlds governments target this kind of in game gambling because of real world crimes like money laundering and tax evasion, but not MTX or RNG/Lootbox at all.
