If its a bug, you need to mention it in game bug system.
IF its is a suggestion on how to fix it, you need to put it in suggestion.
As had been said, rants is to let off steam and get support from others that are upset for the same thing. Many of the rants are cross platform such as lack of response from jagex on a particular issue (I've seen that many times) and esp. on issues that jagex really cant do anything about. When this happens, people from both games can support the same rant.

Alrighty, let's go find my 'rant', and TL;DR the suggestions out of it, so I can post it in the correct place next time.
