Leagues bug? Dark Bow Max Hit

Not sure if this is was intentional or not, but the max hit for the Dark Bow is capped at 48-48, which I believe is the same max in the main game. Have Dragon Arrows, Elite Void, potted, Ruinous Prayers active, and I had the buff from the Berserker Relic at 1HP. I'm only missing the Anguish, but the max still should be significantly higher. Unless I'm mistaken, the max hit should be around 68-68. Anyone experience this?

Man I was excited to test this build out...I'm now going to see what I can do with this build and the Heavy Ballista.
