As long as jagex wants to consider it as such.

I mean "limited edition" items dont usually ever get rereleased in most standards yet the shadow outfits, which were labeled as such, seemed to have been quite a lot in the past.

So if jagex wants to label something as "newly released" years after its release, they have that right.
