Crystal bow speed slower?

Is the rate of fire at which a crystal bow dispenses ammo reduced when the Kharils (barrow) cosmetic override is applied? The reason I ask is because I did finally purchase the override after almost a month of debating about it. When my character fires the “crossbow” while I have a crystal bow equipped, it appears as though the rate of fire has decreased.

Is this true at all or just me?
