It's been suggested before, and I think it would be appropriate for the moment of social distancing we are experiencing. This new emote consists of the player hugging another player, as long as they are available.
I don't know how animations are developed, but if it may help, during The Mighty Fall quest, the player hugs Zanik. For reference: https://runescape.wiki/images/archive/d/d9/20190320192718%21Zanik_hugs_you.png?64d5c.

Maybe have it be something like the Capoeira outfit with the outfit you can invite a player to dance with you then you both do a dancing emote together, instead of that you invite them to hug you and If they accept you both hug each other I can see it happening.

Pessimism sucks, but I can't.

If it's not something that will sell more TH keys or bonds, it's really unlikely to be made. Solomon's General Store gets new additions once a year it seems.

Very little is impossible nowadays. They could make the game VR, if that was something they thought would pay off. They could make irl merch of every item in the game, if they thought it would pay off.

But sadly the oculus will just have to keep gathering dust, and I'll have to go ask a blacksmith to make me a replica Arma GS, cus that's just not gonna happen either.

Not that either of those are good ideas necessarily.

OP's idea is much easier than those.

Yep all comes down to money like you said if they don't think it would pay off they won't do it, thats why they release more and more rainbow stuff to treasure hunter they don't care about the pride community they only care about profiting from them jagex hope's they'll spend real money for keys to try their best to get the rainbow stuff they want.

Support!

I'm here for an emote that you can activate and then use on someone else. A bit how crackers work. And if someone doesnt want to, they have the option to ignore. Or turn it off in settings.

They've started pushing out new cosmetics on the Marketplace more frequently in recent months (I assume in response to upcoming tightened regulations on gambling in games which has led to the DA finally getting dealt with and the recent TH changes, which they surely know will take a huge bite out of Key/Bond sales; also presumably why we started getting direct MTX bundles like that skilling pack back in September). While Solomon's is on its way out in favour of the in-game Marketplace (because of Mobile), there's definitely been a renewed interest in making cosmetics just to sell directly to players. As such, new emotes like this one might actually have a future.

Personally, I like this idea. Though I think how it should work is that using the emote should root you in place until you click away (like Transmog items), where the initating player would have their arms spread out, and that if any other player uses the emote within a one-tile radius, they instead hug each other. That way you couldn't glomp unexpecting players and force them into an animation.
