Why wouldn't you want them to improve one of the aspect they they gain most money with? In my opinion loyal members do actually deserve the option to unlock stuff like extra bank slots with loyalty points

It's moreso a question of "do we need more bank space".

From a players' perspective, that's usually a yes: we're constantly running out of space due to the sheer number of items in the game.

From a Jagex perspective, they're working on the Bank Rework after the release of Mobile and will (in the future) be in the process of reworking the Loyalty Program.
Throw in the fact that bankspace currently takes up a large chunk of server data (last I heard, it was somewhere around 5%?) and adding more isn't exactly a prime idea.
