One reason they are likely spreading this out over a day is that all the servers involved are actively supporting live playing of Runescape and they spread the load over time to allow continual play while it happens. That is a good thing.
Also, since you can store the fate cars in the bank, I assume they last as cards for the whole interval. This means you do not have to choose how to use them until you actually want to use them. It would be nice if this had been explicitly said, but could someone from Jagex verify that in a hard to miss place so all know this and do not choose prematurely like many seem to be doing.

Hey Jagex, I know we've gotta be patient, but is this normal...
It's 8pm now on October 1st, I've got my 'Cards of Fate,' which I've used all on Insta-Darts, but haven't got my Exp yet? Jagex, I've checked my bank, collection box, and even Diango, you guys may have missed me, since you manually added this exp to everyone's accounts after all.
I have an old 'Exp Promissory Note' all used up in the bank, bare that in mind (that was from September), you guys may have thought I've already got one, when I haven't.
This is unfair, I've been member for so long, I do hope it's just you guys not adding the promissory notes on time, otherwise, you've clearly missed me. If you can't be a pencil to write anyone's happiness, then try to be a nice eraser to remove someone's sadness.
