Ok so it's past midnight BST now. Before you do anything log out and log in with a free inventory space if you have not received your xp promisary note yet.
If you still do not receive it contact billing support. Here is how:

or follow these steps:
Steps to Contact Billing Support
1) Log into Webpage up near Play Now!
2) Click on forums.
3) Click on the billing support forums.
4) Click on the billing support forum intro thread.

To Send a Ticket follow these steps:
5) Click on Message Centre which is highlighted in yellow.
6) Reenter login details.
7) Follow the onscreen intructions.

To send an email follow these steps:
5) Click on Email Billing Support which is highlighted in yellow.
6) Copy the email address.
7) Send an email to that address.
Email: billingsupport@jagex.***
Me and Telepathetic hope we have been able to help. If you follow our advice everything should be sorted within 24 hours perhaps a bit longer if billing support is busy but it will be sorted.

Even though my mining wasn't level 86, I just broke up the portions and still got all 350k exactly where I wanted (all in one skill, despite not being a high enough level).

For those complaining it's not fair, 8 bucks really isn't that much. Yes, it's a lot when you consider you're buying a month's worth of some computer game, but if you only wanted the 350k xp and membership for August, just skip buying your breakfast off the dollar menu for the next week. Problem solved.
I felt that this whole thing really devalued xp. I got up like 10 levels that I didn't even have to work for, all in the span of 60 seconds. I also feel that everyone is now going to have level 62 Summoning/Farming/Slayer (that's how much xp this is) which is stupid because it took me like a month to get farming that high through traditional methods.
