Negative sales
Many contests and surveys is used to sell various goods and services. Often portrayed this as you can get a no-obligation sample by answering a few questions, while in reality includes a subscription to the product or service.

Check this before you participate in contests:

• Be wary if you have to give you much information about yourself to participate.
• Consider carefully the offers you get by phone before accepting the offer in writing.
• Remember: Even if you have the right to withdraw consent to receive marketing, this is not always so easy in practice. The information can be spread to many different senders.

So it's just another publicity stunt. And once more restricted to those that go to Facebook, instead of, say, those that go to Runescape. I wonder which gets Jagex more money, memberships or likes in Facebook? :@
I'm sorry, but even the chance of never needing to pay for membership again is not going to get me to make an FB account. Or Twitter for that matter. Or whatever other publicity stunt you'll think of.
It's just kinda sad that the RSOF is used to advertise Facebook. :(
EDIT: And as Jaredelg warned, beware of giving your contact information to any company, including Jagex. In Facebook the users are the product, not the client. It's the wealth of information on what people like and what their demographic category is, that lets FB give you the ads you want, but it also makes money from selling those databases (which lack your RL contact info, unless you gave it away) to big advertizers.
