It seems fairly clear that this update is to keep membership running while jagex releases a potentially membership-killing update-The evolution of combat.
Most likely they realise the risk they are taking with this update and are hedging their financial situation accordingly.
This certainly doesn't help people's opinion of jagex's board. (which is controlled by the private equity firm IVP)

For those unaware of Jagex tactics...
When they are on the verge of releasing a poor update (combat beta) and losing a lot of players they come up with something to make you want to become a member...

Aww Jagex always want to make players happy. I know many players like me would like rs to stop changing so much... I think that would make us happier than gettin free xp. If u have fun gaining xp we wouldnt need it for free. Just saying.. :)

It is very important for the runescape playerbase to understand that jagex is not calling the shots on all the unwanted updates (Mictrotransactions)
