EDIT: @Pigidy, The 10 year veteran's cape follows the same rule as the five year cape, it is since the account was first created, which obviously... to get it right now, would be created ~July 18th 2002. It may just be a small glitch that you cannot claim it yet.

Thank you, Jagex. I've been patiently awaiting the day that I could strut this fine cape. No longer will I be called a noob! NEVER AGAIN.
Edit: Really? It only counts from the first time you purchased membership? Well, I really have no idea. I just know that this account was created in 2001, and don't really remember when I bought membership for the first time, but I should be eligible. I'll be sorely disappointed if I'm not.

Leaving aside accusations of real world trading on Jagex's part, I think the failure to announce the addition of Solomon's shop was a slap in the face. My opinion of Jagex as a company and RuneScape as a game has been harmed by these back door antics. The controversial nature of this update must have been expected, and the failure to announce it with a full news post reflects very poorly on Jagex and all of us who have so long affiliated ourselves with RuneScape.
EDIT: The fact that an announcement came later in the week does not wholly solve the issue.
