Considering the xp buff is still working, and now no longer has a time limit, I'm guessing the charges not working is a bug.

Tested it, Necklaces only work at Battle Of Lumbridge, this needs to be fixed.

My Four leaf clover necklace gave me 100 x coal (noted), what sort of lucky weapon item was that!!!

well those necklaces gave me three lucky items : lucky ags, lucky ss and a lucky arma helm :p

Like other people, my clover necklaces still have the experience buff, but no longer use up any charges.

Would using them count as bug abuse? Because I didn't even realize mine wasn't using charges until it had already been equipped for a solid thirty minutes and I'd really like to not be penalized for it.

ive got around 10-15 necklaces to use, been on 9 charges for last 2 hours now, (been doing summoning)

isnt using charges up but im gaining bonus xp
