I am pretty sure they meant 16th -26th august. Also I would rather see this as a reward from minigame than squeal of fortune, the necklace could have been reward from dungeoneering for example, since it does give pretty significant benefit. And does the double charm drop stack with the triple charms from familiarisation for x6 when the necklace "activates" ?
