Well you have to consider the company direction and the absolute limitations of the most popular browsers. The advancement in technology of a browser game can only advance if browser capabilities advance. I'm fairly confident that the Jagex team could and can produce a game of much higher quality than what RuneScape once was and currently is - it is a monumental achievement to produce a game like RuneScape, even if it were a horrible production that looked like engineers built it and not artists back in 04.
It's easy to point out that Runescape lacks the sheer complexity of other games but remember - the limitation is the technology used and not the developers.
If the game were an executable it would simply lose its appeal as there are far superior and more established executable games - not to say that Runescape is not a brilliant game and an exceptional achievement in web technology but that there are games out there with more grandiose than Runescape. The current developments of Runescape as of present truly demonstrates the capability that web browsers can provide but as stated in the first paragraph, the limitation is the technology and support of the browser and the Java coding language.
