I don't see the problem making it easier to get 99's. As it is, for a regular player, it will take months to get all 99's. Many, many months. THAT alone is enough to de-motivate someone to quit. I have played multiple games where the only way to fully enjoy the game was to be fully leveled. The sense of accomplishment alone was enough to make me log in, let alone the fun of mini-games and bosses. I think RS could easily be like that considering how many YouTube'rs that make video guides are fully leveled and STILL enjoy the game, a lot more than I do, in fact. Why? Because they are maxed, they can do all the instances without being too weak or unskilled, they don't have to worry about skill requirements for a quest. It's ridiculous how long it takes just to get to that point. I've been playing around my life schedule for ten years and I'm STILL not full 99's. Adding a little xp bonus weekend here and there doesn't make much difference, anyway.
