well there are 50 000 spots, I doubt as many as 50 000 will sign up

As it is Jagex we are dealing with, your chances of receiving an improved chance of getting in is near 0, they don't care at all about individual reasons for not having the 12 months, all they care about is if you have been a member for the last 12 months before signing up or not, there's no such thing as another answer than yes or no.
Don't worry though, there are 50 000 slots, I doubt that many ppl will sign up anyway.
