While you acknowledge your gains from the previous year were limited due to military service, I'd like to see you do a solid month of gains then reapply. Also, consider starting dailies in the skills you still need xp in such as wilderness warbands, goebiebands/divine yews for wc, and div arc contracts/caches for divination. Also consider doing an extended smithing daily or at the very least extended crafting challenge or rc while building up points to massive pouch soul altar. Good luck with the gains and if your month of february is exceptional, consider reapplying right before dxp.
