It should, you might have been trying to enter it under "Friends Chat". You have to go under the "Clan" tab and then go to guest.

If you're in EOC there should be a yellow, green, and red circle towards the bottom right. Make sure the green one is selected and then click on the chat bubble with the green + in it. Should be able to type it in there.
