"When you reach level 70 in the appropriate skill, you can speak to the skillcape master for that skill to learn how to collect elite outfit fragments (gemstone golem fragments, etc, different per skill). These fragments will be gathered in the currency pouch when you are training that skill, through any method.

To turn the fragments into the outfit pieces, you’ll need to learn an Invention blueprint, have 20 Invention for the Gemstone Golem outfit and 21 invention for the Rune Ethereal outfit, and level 80 in the associated skill.. The blueprint will not cost any inspiration."

It also says that ironmen won't get duplicate pieces as you can't trade with other players.
Meaning once you've collected enough fragments for whole outfit you won't get 2 sets of boots, you'll get each slot piece, head, legs etc.

Only thing is from the link above you might need to check the individual page for the particular elite set you're looking at to see if it has fragments in game.

I think the vast majority, if not all, are currently available in game.
