I hate those things with a passion, you have my sympathies. I was lucky one time to find a guide to those arbitrary obnoxions that helped me very much: the system that works for me is to first solve the top line, L-R.
Then the second, then the third.
On the bottom two rows, then do the four tiles making up the lower left hand corner, then finally the remaining rectangle on the lower right, consisting of the five remaining sliding tiles and the blank space.
Good luck! they are indeed frustrating, as they often do absolutely nothing to advance the story other than to provide another hoop to jump through.
(edited to add--the four tiles in the lower left corner can also be done as two tiny vertical rows of two tiles each, first left two then right. try not to move anything in a section once you've completed it in this method. Again, good luck to you!)
