I believe that Jagex should send a mod perhaps once a day (randomly) to wipe certain botting areas clean of all bots. If they do that every day, it would send a clear message: "we do not let you bot here, period". Sure, it takes some work force to do that, and it is understandable that they can not wipe clean all areas, but it will have an effect.
Current issue is that banning the bots doesn't have the required effect - the bots still achieve what they are meant for. A resource collection bot will be able to collect countless resources before getting banned, so the bot has done its job already by the time it gets banned, and the market is saturated with botted goods.
However, if bots get banned shortly after they appear, they won't have time to collect any meaningful amount of resources, and botting in that resource location would be rather pointless.
