It has been confirmed this is a bug.

It is reportedly going to be fixed for this coming Monday's game update...just as DXP Live comes to an end. O_o Aslon Dak: Still 'Scaping after 19 years!

lol varrock sewers have been f2p since day 1 i remember collecting spider eggs as my welfare ass money making method, hopefully this is just a bug and will be fixed soon.
