Rewording it at this point doesn't matter, they've proven that it was just a blatant lie to say that in the first place.
They say they're "working on it" but changing what it says on the lost item page there would take literally 2 seconds.
Hell, the fact that beta worlds exist proves that they've been more then able to set players levels and give them whatever gear they want for a long time.
Plus that's not even the biggest issue here, the biggest issue is that Jagex state on the website that it's against their policy to give items back to people who were scammed.

he had zero account security and got all his items back because he's a streamer while other people who have legitimately been hacked get the generic automated reply saying it's impossible to return items.
But lets delve into what they actually said here about item recovery:

So, they're telling players in that article not to contact them about lost items, talking about how 'content creators' are the most important people to them and how they aren't going to change their policies about item returns at all, they're just going to give it more specific wording.
Yeah....great move there that really shows just what they think of their player base.
