They said in stream its only locked behind a minquest so it wont be an elite skill
Well drat. That was a missed opportunity then. Oh well, guess we wait and see
Oh indeed we shall. Hell there is still time for things to change. They may actually decide to make it an elite skill.

I remember hearing somewhere that Jagex has no intentions of releasing more Elite skills. I can't remember their reasoning though (if I had to guess, they didn't want new/low-level players to be completely locked out of any new skills going forward?)
It's probably for the best, anyway. Archaeology proved that Jagex can still come up with new skills that stand on their own merits instead of piggybacking heavily on existing ones (lest we forget how many people thought Archaeology should have been part of Mining when it was first announced), and I have faith that they'll do the same with Necromancy.
also the entire transcript of that quest goes into further that yes at the start we do not have to accept help from a necromancer. and the PC is given a choice to walk away if we are not comfortable in performing necromancy / getting involved with necromancy. obviously the PC changes their mind in the end, as thats the lore of the quest.

so no its not breaking their lore at all. just that quest may need a dialogue change after. as it wont make sense with us being a necromancer when doing that quest. that dialogue wont make much sense

Aren't the ressurection spells from the Arcesuus spellbook what we have for that?
It's not even impactful on pvp but mainly a method for training prayer, which personally i think is more flavorful to the idea of necromancy in this world with how integrated magic and prayer are.
I hope the new skill is sailing, because opening the oceans themselves to the world would create already huge development for future pirate stories, and perhaps mogres!?!? who knows!
There is still time to change their mind, as someone mentioned above. Maybe they will realize all their ideas are already in the game and just make boats instead.
