I'm pretty sure majority of players find out about the dead content from YouTube videos... they never played it and don't know if it is interesting or not- for most it IS new.
ppl seem to learn how to get their stats up by guides on wiki or YT.. they do not explore the 4 corners of the game- they are chasing money or xp.
the solution is to bring up other activities to be comparable in xp or gp... not to let one path completely overshadow the rest
now content is needed for YouTubers who play this full time
whereas players come back with nostalgia- they never completed the game as 12 year olds...
rebalance cost- purely logic.
new content= concept,design, execution, trial and then deciding on a drop table and xp rate
buffing the drop table or xp rate of a mini game is cheaper than creating another one form scratch
