Who cares that they don't come back later? If they dislike the game, then they should leave, forever. Don't play a game you don't like. There are enough players who do like the game, so there is nothing to fix.

one way they can keep players is by not doing literally everything they can to piss off the majority of their player base. they make decisions about the game based on opinions of idiot streamers that want to be the coolest kid in runescape...they listen to a tiny fraction of players..if they put everything to a vote before they even plan a stupid update theyd know what people actually want..they could just give a basic idea and put up a poll before wasting time and money on developement.

What people want does not necessarily make for a good game. We players are not game designers, we are all egoists who want the things that benefit just us.
If you put up a poll asking people if they would want to be able to level all skills to 99 in no time, you would surely get a very positive answer, but would that be good for the game? No. It would ruin the game. Just look at other MMOs out there, where they have done just that.
Don't let the players design the game.

This is exactly what OSRS does that has ended up making it substantially more popular than RS, isn't it?
I mean of course, the polls have to be curated and thought out but ultimately the playerbase decides on it. It must be working because, somehow, OSRS is one of the most popular MMOs in the world based on daily active users. RS is not.

The daily active users has no way to tell the difference between legitimate players and bots. So there for it cannot be used as reliable proof of popularity.
