The issue is on the secure.runescape.com subdomain rather than the forums. So anything running on that server can and will be affected by it too (examples - display names, offense history, msg center, hiscores, forums, GE, clan pages, polls, RS weblogin).
Could be something as simple as one server isn't communicating fast enough with another, and its timing out...few diff things could be going on.
I've gotten it a few times, not as much as I did back in November after the login servers went down for a few hours...which is about when it started happening for me.
