In my opinion Rules of Runescape shouldn't be on the footer of the website, cause Rules are really important, should be easier to access them and User's should catch it easily. For example a new location on the nav bar inside Game Guide.

I agree. I believe they were under the Game Guide tab at some point in the past, and I think it is a much better place for them, as new players are more likely to notice them there.
I also think that there needs to be a link to the Rules from the OSRS pages as well.
It used to be under "Game Guide" before. I'm unsure why it was removed, but yes, I do agree it should be brought back there. The Rules of RuneScape are extremely essential and they should be visible to everyone. Its current location cannot be easily found. Nice catch!
MEXK, I see your point, but 'hiding' them, people won't even try to find them. If they were in sight maybe people would check it, just for curiosity.

I agree with your point, but we may say the same about the Forums Code of Conduct or any other set of rules here on the Forums, like the FSRs. These are still visibly displayed, even if people do not read them. I can easily access the Forums Code of Conduct and any other FSRs. I guess we are just focusing on visibility and availability here, not exactly on people reading them because we are fully aware that most people do not.

, slapping them in the face with the
Rules of RuneScape
over & over, when they visit the Website & The RSOF.
So placing them in the footer is quite a logical step although the size of fonts might be a bit bigger.

Oh I definitely agree it does not make sense to hide them; and I certainly would not mind a link in the Game Guide drop-down. I suppose there is an argument to be made akin to that Ana makes regarding the Forums Code of Conduct being prominently on display: If the rules are easy to find, it is harder to feign ignorance. In either case though, we still need people to read, understand, and respect them

I'm only seeing the Rules listed in the Footer on each page. Unless those are the '3 times' you're referring to, in that they're on the footer on each page? I can't see how then adding a link under the Game Guide dropdown would result in players being 'slapped in the face'.
Also remember that most people don't like reading very much. I'm willing to bet that most people don't actually read the entirety of the contents of each page of the Game Guide.
For what it's worth, the Rules of RuneScape is actually categorised under the Game Guide (see the url).

Do we know how many folks, of those who have asked about where the rules are on the RSOF, have then continued to use the RSOF semi-periodically? If people are coming to the RSOF because they want something in particular, they've no reason to come back unless they want something else, or if they see something that they like. So while yes it potentially results in an increase, the increase is arguable negligible. Is it really worth hiding something like the rules on the prospect that it may result in increased attendance on the RSOF by asking for where they are? Few people are arguably looking for the rules in the first place. It seems very conditional, and not worth the hassle imo.
