RUNESCAPE PG16 ??? drugs? wut

So I was checking out the membership page and saw this...



Hovering over the 'drugs' icon reads: The game refers to or depicts the use of illegal drugs, alcohol or tobacco. I'm not being funny but what is this all about? Why is Runescape PG16?

I had a look at World Of Warcraft (pegi) and their game includes getting drunk, still, PG12.

I've completed 95% of the quests and I certainly wouldn't class RS3 as PG16. Is it because of online play? players talking about those things? but world of warcraft has open chat too... Bob says:

Alcohol:

There are loads of performance-enhancing alcoholic drinks in the game, which might give the impression that alcohol is actually good for you.

Drugs:

Any stat-boosting potion can be interpreted as taking drugs.

Yeah, fair enough, but why have PEGI rated W.O.W pg12 when it has the same stuff as RS3?
I guess I was just surprised to see an icon of a syringe on Runescape. It just doesn't fit to me.

The stat-boosting thing is a bit of a stretch. Bob says:

Bear in mind that the publishers themselves are responsible for submitting what they think is a fair rating for their game, which is then audited before the use of the various logos is permitted.
