Quality of a post is a must. There have been players starting a thread but don't clearly state what the problem is or what they are asking. Others who read the original post are left with asking the poster, "I don't understand what you are asking." "Please be more clear and concise." "I don't understand what your problem is." and so forth. So, yes, quality of the post is a necessity.
As far as quantity goes, a player can make as many post as (s)he wants as long as they don't break any rules (flaming and shaming), stays on topic and is courteous toward others.
Speaking of understanding, I'm not sure what you are getting at. Quality and quantity has nothing to do with each other, as far as I can see.
Getting rid of post counts could help stop people posting for the sake of posting.
Personally I often don't respond to threads because my opinion has already been voiced by others or I have nothing to add, but I wouldn't necessarily say my posts are high quality because some threads are just conversations.
Meanwhile other people who shall remain un-named here seem like they just have to post a new thread because they absolutely must post a new thread every day.

If I can't think of things to add to a thread I just post it. Depending on what the topic is, I can go from a short post to a multiple post one with all the multiples filled up. Some things don't really need more than a cursory post to get the point across. I research on the wiki the subject I'd like to discuss and then come up with a post I type into my notepad file for thread ideas. The saved thread is usually posted later without editing. I don't know how other people organize their threads but something like a 150 page thread is just too much, I cba reading for an hour only to respond with a single post on their thread.
