Did you report the issue through here Website access denied ? You will not get an individual response, but it will aid Jagex in pinpointing further solutions. You may also follow the tips here to see if it works: Website help .

Sadly, all we have is for you to wait a few hours and to try different methods to log in. Have you tried using a different connection, i.e., connecting your computer to a mobile hotspot or the like? Furthermore, have you tried using a VPN to see if that fixes the issue?
