In the 'Macroing and Third-Party Software/Hardware' section, the game rules state:

Software that is not allowed includes anything that:
...
Uses any of the unacceptable features specifically banned in our Message About Unofficial Clients which can be found here

This is however incomplete - a more complete list of forbidden features is actually provided in Another Message About Unofficial Clients , dated November 8th 2019.

Yeah, they should just put it in the rules themselves instead of linking to ancient old-school newsposts. Especially with the newsposts being from old-school it can give the impression it's only valid for that version. Sure, not everyone will interpret it that way, but when it comes to game rules it's best to just be clear and leave as little ambiguity as possible.

They should probably also just put the rules in a more prominent place on the website instead of this teeny tiny link all the way at the bottom. Like, you expect legal mumbojumbo, privacy stuff, and copyright stuff to be linked there, not main game rules. Bob

There's really no need for a tweak nor any escalation as there's already enough information written down as an explanation to what is breaking the spirit of the game RuneScape 3/OldSchool RuneScape.
It is totally superfluous to handout more hints ... where Jagex/JMods draw the line of macroing- 3rd party software.

1. The OP is not asking a question, he's making a statement.
2. Maybe in some perfect parallel universe, everyone uses the original client; in the real world, we know that plenty of people do not.
3. Jagex have already disregarded your preferred approach, as indicated by the link in the official game rules.

I'd like to comment about this one:

Tries to look at or change the communications between your device and our game worlds.


This one is really confusing. I wouldn't' be able tell if something like GeForce NOW or BlueStacks which use the official clients look at the communications between my device and the game worlds. It also brings into question whether using something like Wtfast, ExitLag, or a VPN is not allowed to be used. And sadly, the only program Jagex has commented on has been RuneLite which has been given an unofficial "okay" to be used.
